This is in response to your correspondence to President Bill Clinton dated July 17, 1996. In your letter you said that your eight-year-old daughter, Shamema Honzagool Sloan, was kidnapped in Fujairah, United Arab Emirates, and was brought to the U.S. You alleged that Charles and Shelby Roberts kidnapped your daughter and that Federal Bureau of Investigation (FBI) Special Agent John P. Butler, former U.S. Attorney Morgan Scott and two state judges cooperated in the kidnapping. In addition, you said that on six separate occasions you tried to file a federal civil case on the above allegations, without success. You requested the arrest and prosecution of SA Butler, former USA Scott, three state judges, a state prosecutor and Charles and Shelby Roberts.

This office is responsible for reviewing allegations of misconduct against Department of Justice (DOJ) employees. Based on our review of your correspondence, we found no credible allegation of misconduct against FBI SA Butler or any DOJ employee upon which action by this office would be warranted. You may wish to seek the advise of private counsel to determine what additional avenues, if any, are available to you.

Accordingly, we regret we can be of no further assistance to you, are taking no further action, and consider the matter closed.
